Rhode Island’s Paid Family Leave Program:  Usage, Impacts, Challenges


In 2014, Rhode Island became the third state to pass a paid family leave statute.  Part of the Temporary Disability Insurance program (TDI), Temporary Caregiver Insurance (TCI) is an employee-funded program offering sixty percent wage replacement for up to four weeks of leave to care for a newly arrived child or seriously ill family member.  Our presenters will discuss this law in a national context, and review their findings of their two-year study of awareness and usage rates, the various impacts of paid family leave on employees, and barriers, both in and out of the workplace, that hinder usage of the program.
